These Trainers only unlock after defeating the Pokémon League and will give you Mega Stones.
Where to find and defeat Blue
Blue is the easiest to find as it is part of the main story: the first time you meet him after winning the first medal in the city of Pewter City and then meet him every time you face Team Rocket.
After earning seven medals, he will give you Mega Stones for Charizard, Venusaur and Blastoise Mega Evolution.
He is then seen to take Giovanni's place in his gym in Viridian City, here after defeating the Pokémon League you can go and challenge him once a day.

Where to find and defeat Red
To make Red appear, at least 6 of the 153 trainers who will have appeared after the defeat of the Pokémon League must be defeated.
Red will immediately find himself out of the Pokémon League, during his fight you will not be able to use objects and once defeated he will give you the title: "Master of Battles"
